Dialogue on multilevel partnership for enhanced NDCs

Lin O'Grady, Head of EBRD Green Cities will participate in the Open dialogue session: Segment 2 "From global to local" of the Dialogue on Multilevel Partnership for Enhanceds NDCs at the June UN Climate Meetings (SB 60).

 

The first ‘global stocktake’ concluded at COP 28 with the call on Parties to submit the next Nationally Determined Contributions (NDCs) in 2025 with a timeframe for implementation till 2035, progressing beyond previous NDCs and reflecting the highest ambition. As urged by Parties in the COP decision, it is important that all stakeholders join efforts to enhance international cooperation and accelerate inclusive, multilevel, gender-responsive and cooperative action. Cities, subnational regions, business, financial institutions, civil society, Indigenous Peoples, local communities, and youth have been playing an important and active role in supporting Parties towards achieving the Paris Agreement goals, and their contribution is increasingly needed moving forward to help national governments deliver the 2025 NDCs and beyond. 

 

In this context, the Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action was launched at COP 28 with the objective to enhance cooperation between national and subnational governments in the planning, financing, implementation, and monitoring of climate strategies, including NDCs, National Adaptation Plans (NAPs), National Biodiversity Strategies and Action Plans (NBSAPs) and Long-Term Low-Emission Development Strategies (LT-LEDS). With 72 national governments endorsing this objective, CHAMP will be a critical platform to strengthen multilevel partnership and cooperation and maximize climate action implementation at all levels in the coming years. 

 

Building on this momentum and taking into account the emerging opportunities, such as the UNFCCC Sharm El Sheikh Mitigation Ambition and Implementation Work Programme whose 2024 global dialogues will focus on the topic of “Cities: buildings and urban systems”, the conclusion of the IPCC AR7 Special Report on Climate Change and Cities Scoping Meeting, and the Daring Cities 2024 organized by ICLEI on 3-5 June, the Dialogue on Multilevel Partnership for Enhanced NDCs within the SB 60 session will provide an opportunity to: 

 

  • Highlight the role and importance of multi-level partnerships between national and subnational governments in the NDC 3.0 process
  • Facilitate a substantive dialogue on technical cooperation and provide a platform for exchanging best practices of multi-level planning and governance
  • Spotlight CHAMP as a good practice of multi-level partnerships and raise awareness on CHAMP among UNFCCC delegations to bring new signatories on board
  • Familiarize the audience with the 2030 Climate Solutions, with focus on areas related to human settlements and related relevant areas (energy, transport, etc.)
