Guelmim-Oued Noun Green City Action Plan: Prioritising Actions for a Resilient Future

The end of September marked a significant milestone for the Guelmim-Oued Noun Green City Action Plan (GCAP), as stakeholders from across the region gathered for an action prioritisation workshop. The event, attended by around 60 participants, including representatives from regional and municipal authorities, civil society, and technical consultants, demonstrating the region’s commitment to sustainable urban development in the face of environmental challenges. The region faces a unique combination of severe drought and high flood risk, which creates additional considerations for water management and infrastructure planning. Additionally, the region is seeking to modernise waste management and energy infrastructure, address social inclusion, particularly employment opportunities for women and youth. Discussions consistently highlighted the need for integrated cross-sectoral solutions to address water stress, infrastructure resilience, and sustainable land use.
Through group discussions, surveys, and working on maps and assessments, participants shared their expertise and insights on priority actions for the region. Many actions are interdependent, especially across water, energy, and land use, with a strong emphasis on social inclusion and readiness for implementation.

The workshop’s outcomes will inform the next steps in the GCAP process. The region’s proactive approach and collaborative spirit are setting a strong foundation for a greener, more resilient Guelmim-Oued Noun. The GCAP is being developed under the EBRD Green Cities programme, with generous support from the Global Environment Facility (GEF) through the EnviTeCC Programme.
