Bursa Launches Green City Action Plan for a Sustainable Future
Bursa Metropolitan Municipality has officially launched its Green City Action Plan (GCAP) under the EBRD Green Cities Programme, marking a major step toward environmental sustainability and climate resilience.
The plan sets out a strategic roadmap to make Bursa a greener, more liveable, and climate-resilient city. Mayor Mustafa Bozbey emphasised that the GCAP is not just a technical document but “a concrete expression of our vision for a ‘Green Bursa.’” He highlighted the city’s commitment to nature-based development, reducing carbon emissions, and improving quality of life for future generations.
Mayor Bozbey called on all stakeholders; public institutions, academia, private sector, and civil society; to collaborate in implementing the plan: “Together, we will bring every shade of green to every corner of Bursa and make our city an inspiration for sustainable urban development.”
EBRD Infrastructure Regional Head İdil Gürsel praised Bursa’s leadership, noting that the city joins five other municipalities from Türkiye in the Green Cities Programme. She highlighted the Bursa Çınarcık Water Treatment Plant and transmission line project as a key initiative for water security and energy-efficient water resources management. İdil also emphasised the importance of the Green Cities Programme, launched in 2016 to help cities tackle climate challenges and become more liveable, resilient, and low-carbon. She noted that the programme now spans 25 countries and 60 cities, with over €3.5 billion invested in projects such as water infrastructure, sustainable transport, waste management, and nature-based solutions.
Dr. Ahmet Cihat Kahraman, Head of Environmental Protection and Control Department, outlined the plan’s implementation details, including sectoral targets for 2035. The plan suggests €2.13 billion in investments across eight sectors, with a strong focus on sustainable mobility, expanding urban green spaces, and improving environmental infrastructure.
Prepared through a two-year participatory process, the GCAP addresses key sectors including transport, energy, water, waste, climate and environment. The plan identifies risks, priorities, and investment needs to strengthen Bursa’s environmental sustainability. These measures aim to make Bursa healthier, more resilient, and environmentally responsible. Bursa GCAP was adopted by the municipal council in December 2025.
The development of this GCAP is supported by the Clean Technology Fund (CTF), part of the Climate Investment Funds partnership.
