EBRD Green Cities Conference 2021

Cities are critical to delivering on the Paris Agreement. With COP26 fast approaching, it is critical to explore how cities can lead the transition to a low carbon and climate resilient economy. We will hear from mayors, private sector experts and thought-leaders about the work they are doing to address the gravest challenge we face: the climate emergency.
This year’s EBRD Green Cities conference will further explore this theme, focusing on the role cities and the private sector play in accelerating climate action. The two-day virtual event will feature discussions and exchanges between mayors, Green Cities Officers, and private sector partners from across the EBRD regions.

Dr. Fatih Birol
Dr. Fatih Birol
Dr. Fatih Birol took office as IEA Executive Director in September 2015. Under his leadership, the IEA has undertaken its first comprehensive modernisation programme since its creation in 1974.
Prior to becoming Executive Director, he spent 20 years as an IEA staff member, serving most recently as Chief Economist. He has been named by Forbes Magazine as one of the most influential people in world energy. He also chairs the World Economic Forum’s (Davos) Energy Advisory Board and served on the UN Secretary-General’s Advisory Board on ‘Sustainable Energy for All’.

In her role as Executive Vice Chair, Ann is a member of the company’s global management committee, focusing on innovation, inclusion and diversity. Prior to her current appointment, she was President of International Markets responsible for the management of all Mastercard customer-related activities in over 200 countries.

Dr Velasquez
Dr Velasqsuez
Dr German (Jerry) Velasquez is the Director of the Green Climate Fund (GCF)'s Division of Mitigation and Adaptation. Jerry heads the Division that provides expertise and technical support in climate change adaptation and mitigation. This includes a thorough understanding of the incremental costs of low emission and climate-resilient investments.
He also reviews and assesses the pipeline of proposals for adaptation and mitigation activities to be financed by the GCF and assists developing countries and accredited entities in improving their readiness to access funding.
Nisreen Elsaim
Nisreen Elsaim
Nisreen Elsaim is Chair of United Nations Secretary-General’s Youth Advisory Group on Climate Change. She is an environmental and climate activist with a Bachelor's degree in Physics and Master's degree in Renewable Energy, both from the University of Khartoum, Sudan. Since 2012, she has been active as a climate change negotiator.
Nisreen is a General Coordinator for Youth and Environment - Sudan (YES), a platform to give all environment working youth the networking they need. She is also the Chair of Sudan Youth Organization on Climate Change (SYOCC) and participates in many other regional and international fora.

Harry Boyd-Carpenter
Harry Boyd-Carpenter is the Managing Director, Green Economy and Climate Action at the EBRD. He took up this role in April 2021. Mr Boyd-Carpenter is responsible for coordinating the EBRD’s work across the green economy and climate agendas, with the overall goal of meeting the Bank’s commitment to achieve a green finance ratio of over 50 per cent of annual investments by 2025.
Before joining the EBRD Mr Boyd-Carpenter was an Associate in the project finance team at Allen and Overy LLP and also worked for the European Agency for Reconstruction in Pristina. He is a graduate of the University of Oxford.
Lin O’Grady
Lin O’Grady
Lin O’Grady has more than 30 years of experience, working internationally in the transport and municipal infrastructure sectors, for both the public and private sectors. She is an Associate Director in EBRD’s Sustainable Infrastructure Group (SIG), with specific responsibility for project preparation. Lin co-leads the development of the Bank’s EUR 3 billion Green Cities Framework.
Previously, she worked i.a. in the private sector, in transport consultancy in both South and East Africa, followed by the European Commissions’ TACIS (Technical Assistance to the Commonwealth of Independent States) programme.

Dr. Nigel Jollands has worked on sustainable energy and environmental policy for 25 years. In March 2011, he took up a post with the European Bank for Reconstruction and Development and is now Associate Director, Lead, Policy Products Unit in the Energy Efficiency and Climate Change Department. Nigel co-leads the development of the Bank’s EUR 3 billion Green Cities Framework.
Prior to this role, he spent 5 years as Head, Energy Efficiency Unit at the International Energy Agency. At the IEA he led the Agency’s energy efficiency policy analysis.
Sue Goeransson
Sue Goeransson
Susan Goeransson is the Director for the Infrastructure Europe team in the Sustainable Infrastructure Group at the EBRD. She is responsible for delivering EBRD’s municipal and transport projects in Central Europe, the Baltics, Western Balkans and Ukraine. Before joining the EBRD in 1993, Susan worked at the Overseas Private Investment Corporation as a senior banker and the Securities and Exchange Commission as a financial analyst.
She holds a Master’s degree in public policy from Harvard University’s Kennedy School of Government and is a chartered financial analyst. She also has a joint Bachelor’s degree in urban studies and history from Northwestern University.

Sue Barrett is EBRD’s Director, Head of Infrastructure, Türkiye, Middle East and Africa. Her team focuses on sustainable infrastructure investments, combining flexible and innovative financing solutions with delivering impact from green and climate resilience, to gender, digital and inclusion, commercial sustainability and facilitating private sector participation.
Prior to joining EBRD, Sue was a Senior Manager at PWC, advising on privatisation and regulation of utilities. She has a Bachelors Degree in Economics from the University of Sussex and a Masters Degree in Economics from the London School of Economics.
Ekaterina Miroshnik
Ekaterina Miroshnik
Ekaterina Miroshnik is Director and Head of the EBRD Infrastructure Eurasia Team.Previously, Ekaterina has been on assignments in the field for almost 12 years, first in Moscow and then in Almaty. She covered infrastructure projects in a number of countries in Eastern Europe as well as Russia, Kazakhstan, Turkey and Southern and Eastern Mediterranean.
With just under one billion US dollars in annual investments, the EBRD Infrastructure-Eurasia Team provides financing in a variety of forms, including sovereign and non-sovereign public sector loans, limited and non-recourse project funding involving private companies or public-private partnerships, and equity.

Gianpiero Nacci
Gianpiero Nacci is the Acting Director of the Green Economy & Climate Action Group at the EBRD where he is responsible for work on climate finance, corporate sector energy efficiency, climate resilience investments and circular economy.
He has 25 years experience in climate policies, sustainable manufacturing, resource efficiency and clean energy with a particular focus on emerging markets.
An Italian national, he holds a MSc in Mechanical Engineering from Politecnico di Torino (Italy) and a MSc in Renewable Energy from the University of Oldenburg (Germany).
Gabriel de Lastours
Gabriel de Lastours
Gabriel de Lastours is responsible for developing the EBRD's power and renewables portfolio across the southern and eastern Mediterranean region (SEMED). This includes structuring debt and equity investments as well as leading policy dialogue with governments in the region.
Gabriel has worked in the EBRD’s energy sector for 14 years, both on oil and gas and mining financing and power and renewable energy projects. Prior to joining the Bank, Gabriel worked with EY Transaction Advisory Services in Paris and Credit Agricole CIB in New York. He is a graduate from ESSEC Business School in Paris.

John Seed
John is the Head of EBRD’s Sustainable Infrastructure Policy Unit, which provides upstream policy advisory support for both public and private sector programmes and projects aligned to the banks sustainable infrastructure business.
Prior to this, John was the head of the Mott MacDonald’s global Advisory business. Having started his career with Mott MacDonald in 1989 as a project and programme manager, John advised for over 20 years on UK and international PPP and privately financed projects.
Matthew Jordan-Tank
Matthew Jordan-Tank
Matthew is the Director of Sustainable Infrastructure Policy and Project Preparation at EBRD, covering the energy, transport and municipal sectors. His work covers upstream policy support, PPP transaction advisory, and project preparation/technical due diligence and implementation issues. Matthew also leads the Bank’s Sustainable Infrastructure advisory activities, dedicated to improving the quality of advice and efficiency of project preparation for both PPPs and public sector-based projects.
Prior to joining EBRD, he worked as a Transport Specialist for Inter-American Development Bank. He holds a Masters in Planning from the University of Maryland, USA.
Anuela Ristani
Anuela Ristani
Anuela is the Deputy Mayor of Tirana in charge of International Affairs and Sustainable Development. She joined the City in 2015 as the Chief of Staff, and was appointed Deputy after 2019 elections. During her work for the city she has overseen the Green City Action Plan, the Tirana Child Friendly agenda and the Resilience and Sustainability strategies.
Prior to joining local government she established the National Youth Service where she also co-founded RYCO -Regional Youth Cooperation Office with the participation of the six Western Balkan Countries. Ms. Ristani joined public service from more than a decade of experience with multinational corporations and International Organizations where she’s served as Strategic Management and Communications expert.

Doncho Barbalov has been Deputy Mayor of Sofia since November 2011. He is in charge of Finance and Healthcare. Formerly, he was Principal Banker at the EBRD (2006-2011), expert in infrastructure financing at the World Bank (2002-2006) and a project manager at USAID (1998-2001).
From 1993 to 1995 he worked as trade representative for public sector for IMB Bulgaria. Mr. Barbalov holds an MSc degree in Public Health from the Sofia Medical University, an MSc in Electrical Engineering from Sofia Technical University and an MBA from City University in Seattle.

Justyna Glusman
Sustainable Development Head Coordinator at the Warsaw City Hall in the rank of Deputy Mayor. Key responsibilities include implementation of a comprehensive air quality improvement programme, preparation of climate adaptation and mitigation policies for the city of Warsaw as well as improvements in vegetation and metropolitan green space management and integration.
Graduated from the Warsaw School of Economics with MA and the LSE, where she obtained a PhD in political economy of European integration. Expert in public affairs, territorial self-governments, regional policy design and implementation, including mechanisms of EU funds’ distribution.
Sumiyabazar Dolgorsuren
Sumiyabazar Dolgorsuren
Mr. Sumiyabazar was appointed as the Governor of the Capital City and Mayor of Ulaanbaatar in 2020.
He was born in 1974, started his political career in 2008 when he was elected as a Representative for the Capital City’s Citizen’s Representative Council from the Songinokhairkhan District. Then, from 2012-2020, he was elected as a Member of Parliament for three consecutive terms in addition to being appointed as a Member of Cabinet and Minister of Mining and Heavy Industry from 2017-2020.

Mansur YAVAŞ was born on May 23, 1955 in Ankara, Beypazarı. He is a lawyer, politician and the Mayor of Ankara. He is married with two children. YAVAŞ graduated from the Istanbul University Faculty of Law.
YAVAŞ, is a lawyer, served as Beypazarı Mayor for two terms (1999, 2009). He was elected as the Mayor of Ankara in 2019 and created the "Transparent Municipality" model, which is a first in Turkey. He received national and international awards in the subjects of “Transparency”, “Mayor of the Year” and “Environmental Awareness”.

Petre Shilegov
After winning in the first round of the local elections in 2017, he began his term as the Mayor of the City of Skopje, becoming the first Social Democratic Mayor of the City of Skopje. Macedonia. Before he took office as mayor, he served as Member of Parliament in the Assembly of the Republic of Macedonia.
Mayor Shilegov was elected the first Vice President of the Network of Associations of Local Authorities of South East Europe (NALAS) in April 2018, a network of 14 associations representing about 9000 local governments directly elected by an electorate that has more than 80 million citizens in the south- Eastern Europe.

Tunç Soyer was elected as the Mayor of İzmir Metropolitan Municipality at the local elections held in March 2019. Soyer is a lawyer by education and holds a master degree on “International Relations” from Webster College in Switzerland and a second master degree on the “European Union Studies” from Dokuz Eylül University.
Soyer worked as a counsellor to the Mayor of İzmir Metropolitan Municipality Ahmet Piriştina. He served as Deputy Secretary General of the İzmir Chamber of Commerce and had been elected as the Mayor of Seferihisar, District of İzmir, in 2009.

World boxing heavyweight champion according to the WBO, WBC and The Ring magazine. The owner of the belt «Eternal World Champion» in heavyweight according to the WBC. Included in the International Boxing Hall of Fame. Six-time world champion in kickboxing.
After 17 years of a brilliant sports career, he came into politics to fight against corruption, illegality and neglect of the citizen’s interests. Since 2010 - leader of the political party "UDAR". In 2012, he was elected as a Member of Parliament of Ukraine. One of the leaders of the Revolution of Dignity. He won the mayoral election in Kyiv in 2014. Re-elected as the Mayor of Kyiv in 2015 and 2020.
Since 2016, Chairman of the Ukrainian Cities Association. In his work as mayor, he pays special attention to the renewal of outdated city infrastructure, creation and restoration of green areas and parks, introduction of high-tech solutions in city management, and solution of environmental issues.
